2025 Legislative Session

Focus areas for the 2025 Legislative session were discussed during the October 2024 public meeting. The Commission is actively tracking and monitoring legislation that impacts 2SLGBTQIA+ Washingtonians.  The following are priority areas identified by our commissioners:

Priority Legislation

Legislation categorized as priority includes bills that the Commission has been informed about and engaged with prior to/during the legislative session or directly pertain to the 2SLGBTQIA+ community in Washington. These are presented in no particular order.

  • HB 1052/SB 5038: Clarifying a hate crime offense. 
    • HB Current Status: Passed House Committee on Community Safety, Referred to Rules 2 Review on 1/17
    • SB Current Status: First reading, referred to Law & Justice on 1/13
  • HB 1129/SB 5121: Concerning health plan coverage of fertility-related services. 
    • HB Current Status: Scheduled for executive session in the House Committee on Health Care & Wellness at 8:00 AM on 1/24
    • SB Current Status: Scheduled for public hearing in the Senate Committee on Health & Long-Term Care at 8:00 AM on 1/24
  • HB 1296: Promoting a safe and supportive public education system. 
    • Current Status: Scheduled for public hearing in the House Committee on Education at 8:00 AM on 1/23 (Subject to change)
  • SB 5179: Establishing a complaint process to address noncompliance with certain state education laws. 
    • Current Status: Public hearing in the Senate Committee on Early Learning & K-12 Education at 8:00 AM on 1/21
  • SB 5180: Securing the rights of students to have a safe, civil, and respectful learning community.
    • Current Status: Public hearing in the Senate Committee on Early Learning & K-12 Education at 8:00 AM on 1/21
  • SB 5181: Amending the parents rights initiative to bring it into alignment with existing law.
    • Current Status: Scheduled for executive session in the Senate Committee on Early Learning & K-12 Education at 10:30 AM on 1/23 (Subject to change).
  • SB 5228: Updating the governor's interagency coordinating council on health disparities.
    • Current Status: Scheduled for public hearing in the Senate Committee on Health & Long-Term Care at 8:00 AM on 1/24 (Subject to change)
  • HB 1072: Preserving access to protected health care services.
    • Current Status: First reading, referred to Health Care & Wellness on 1/13
  • HB 1090: Concerning contraceptive coverage.
    • Current Status: Passed House Committee on Health Care & Wellness, Referred to Rules 2 Review on 1/20
  • HB 1195: Concerning compliance with siting, development permit processes and standards, and requirements for permanent supportive housing, transitional housing, indoor emergency housing, or indoor emergency shelters.
    • Current Status: Scheduled for public hearing in the House Committee on Housing at 4:00 PM on 1/21
  • HB 1316: Expanding the scope of programs for postsecondary students experiencing homelessness and former foster youth.
    • Current Status: First reading, referred to Appropriations on 1/15
  • SB 5082: Creating a housing assistance program for youth enrolled in extended foster care.
    • Current Status: Scheduled for executive session in the Senate Committee on Human Services at 8:00 AM on 1/22 (Subject to change)
  • SB 5101: Expanding access to leave and safety accommodations to include workers who are victims of hate crimes or bias incidents.
    • Current Status: Public hearing in the Senate Committee on Labor & Commerce at 10:30 AM on 1/21
  • SB 5123: Expanding protections for certain students to promote inclusivity in public schools.
    • Current Status: Public hearing in the Senate Committee on Early Learning & K-12 Education at 8:00 AM on 1/21
  • SB 5177: Considering the experiences of historically marginalized and underrepresented groups when identifying professional development resources on certain topics.
    • Current Status: Scheduled for public hearing in the Senate Committee on Early Learning & K-12 Education at 10:30 AM on 1/23 (Subject to change)
  • SB 5272: Improving school safety by extending penalties for interference by, or intimidation by threat of, force or violence at schools and extracurricular activities and requiring schools to notify the public of such penalties.
    • Current Status: First reading, referred to Early Learning & K-12 Education on 1/15
Anti-2SLGBTQIA+ Legislation

The Commission remains vigilant in tracking and responding to anti-LGBTQ legislation that poses a threat to the rights, safety, and well-being of LGBTQ individuals and communities.

  • HB 1027: Concerning housing of inmates in state correctional facilities.
    • Current Status: First reading, referred to Community Safety1/13
  • HB 1038: Prohibiting puberty blocking medications, cross-sex hormones, and gender transition surgeries for minors.
    • Current Status: First reading, referred to Health Care & Wellness 1/13
  • HB 1176: Concerning greater consistency in the provision of health care services for minors under the age of 17.
    • Current Status: First reading, referred to Health Care & Wellness 1/13
  • SB 5136: Protecting the rights of parents and guardians by using students' given names in public schools.
    • Current Status: First reading, referred to Early Learning & K-12 Education 1/13
  • SB 5137: Requiring parental or legal guardian approval before a child participates in comprehensive sexual health education.
    • Current Status: First reading, referred to Early Learning & K-12 Education 1/13
